Major Permanent Residents Opportunity for Nurses and Other Healthcare Workers in Canada
Canada has once again signaled just how urgently it needs healthcare professionals.
On November 14, 2025, Immigration, Refugees and Citizenship Canada (IRCC) invited 3,500 candidates with eligible healthcare and social services work experience to apply for permanent residence (PR). The CRS cut-off score was 462, the lowest in this category throughout the year.
This latest category-based selection draw is not only the largest Healthcare and Social Services round since July, but also the sixth draw of its kind in 2025, marking a significant push toward filling critical labour shortages in Canada’s medical and community care sectors.
Analysis of the November 14 Healthcare Draw
The November 14 round stands out for several reasons:
1. Largest Draw in Three Months
This draw issued 3,500 invitations, surpassing:
- October 15 round: 2,500 ITAs
- August round: 2,500 ITAs
This makes the November draw the most substantial healthcare-focused round since mid-year.
2. Lowest CRS Requirement of 2025
A CRS cut-off of 462 represents:
- 10 points lower than the October round
- The lowest CRS score seen in the healthcare category for all of 2025
- A potentially easier entry point for many healthcare candidates globally
Lower CRS requirements combined with increased draw sizes indicate a significant shift in priority.
Why This Draw is Bigger Than Expected
The size of this round has surprised many immigration professionals.
By October, IRCC had already issued approximately 7,500 invitations to healthcare and social services candidates in 2025. An internal ATIP document earlier in the year suggested around 8,000 ITAs were expected for this category.
If that estimate had held, the year should have been nearly complete after the October round.
But instead, IRCC issued:
- 2,500 invitations on October 15, and
- 3,500 invitations on November 14
This brings the total to about 13,500 ITAs for 2025—far exceeding projections.
What Could Be Behind This Shift?
Several possible explanations are emerging:
1. Increased National Demand
IRCC may have revised its internal targets to respond more aggressively to shortages in hospitals, long-term care homes, and community health facilities.
2. Application Gaps
Higher-than-expected:
- Refusals
- Withdrawals
- Incomplete applications
…could have created additional room for new candidates late in the year.
3. Alignment With the 2026–2028 Immigration Levels Plan
Canada’s new Immigration Levels Plan stresses:
- Faster responses to labour shortages
- Stronger support for essential services
- Prioritization of critical sectors such as healthcare
The surge in invitations suggests IRCC is recalibrating based on this long-term strategy.
